Unfortunately, the chance of igniting naphtha when you cast Arc Light is not total. Did it only try casting AL once, or did you let it try casting multiple times?
the only time i was able to be positive that the naphtha was still on the troll, the spell failed to ignite. other instances of them casting arc light and not ingiting could have been after the naphtha had already gone away
