Is there any amount of skill in MD we can get in order to make fire rain safe for us? (After shaping the cloud). Is it harder to control with more mana?

It gets alot harder to control with more mana. Also goes up in duration and strength quickly with more mana. AC with around 15-20 mana harnessed seems to protect me pretty flawlessly. As far as keeping control completely I don't see it as something very likely because of the skill checks involved.
