It looks like the bug that was screwing up the scroll drop table cropped up again causing the table to go screwy and signature spells to start dropping again.

I've fixed it and this time I (think) I finally found the accursed bug that was causing this to keep happening. Once again the loot tables should be working, signature spells should not drop on scrolls and sanity returns to the land.
