I sincerely doubt it is a bug, and since it only adds ONE strike for each Smite, and Smite can only be used a full time before the paladin has to recoup, I also don't see it stepping on cleric toes.

Get a grip, please. This isn't the first time you've posted something was a bug when it wasn't.
