If we do have a GM that runs horses...

Please get rid of the magic hinderance post rider/horse training!

It doesnt need to be there and is just silly after all that extra training that we can only use spells at less than half their strength unhorsed. Also please consider the most active users of horses (rangers/paladins) are magic tert

1. Bards are magic secondary
2. Bards can learn targetted spells from spell scrolls


Please FIX the stablemaster so that he teaches magic on horseback to bards.

Let bards be able to learn target on horseback from WMs. If Paladins and Rangers <both magic tert> can learn target on horseback, Bards should be able to.
