Here would be a nice change to foraging, and also a way to get it off exp alternate.
First off, after a certain amount of skill reached, the person would be able to forage the herb without trouble and find it every time. This helps people with alot of skill, not having to sit somewhere and forage for a bit to find an easy herb. Also forces people who want to learn the skill, to move up a step in what their foraging, because if it is so easy to find, then it really shouldn't teach.
Second, increase the exp given when you forage a herb that is above your skill range. And failure to find anything should be increased a bit overall, but still no where near when you do find the herb.
So say ya have 100 foraging and go to the NE gate in Xing, and try to forage a jadice flower, since ya have high enough foraging you find it with almost no failure. But it teachs very little foraging. But if the person wanted to learn the skill they would move up to a herb that is above their skill range, they fail alot but when they do find the item it teaches very well. The harder it is to find for yer skill, the better it teaches.
This also gives a bonus to Rangers to learn foraging. They can cast Wolf Scent on themselves (or others), allowing them to find herbs more easily above their skill level and learning more.

now unless my poor feeble mind is mistaken,i think at one of the Ranger meetings that Jent said it is being rewritten with a ton of new items...so more chances to move the skill,plus the possibility of new healing herbs,new fletching woods,etc...cant remember exactly how many items he said but i know it was a lot...
and if they add weather variables (like certain herbs not growing during certain times of the Elanthian year) the idea of being able to find something every time cause of skill will be null and void...then it will come down to actual foraging skill say if yer tryin to find a jadice flower in the dead of winter
