Very cool idea. While, in the future, I can imagine this system playing a role for Bounty Hunters, and those making them look foolish by easily evading capture, there is another role this system could fill currently.

There is a shadowy presence on the streets as well, and while not particularly interested in "who heard what over the grapevine", would be known to PAY WELL for valuable, accurate information. After all, crime pays if you are in the right place at the right time.

Wether its from a homeless guy that saw "something", or a guy whos brother works "somewhere", or a barmaid who eavesdrops, knowing that a rare item will be housed in a museum (for example) for a few hours one night, and perhaps a peek at the guards' shift schedule, would be extremely valuable information.

People looking to cash in on such news shouldnt be denied the opportunity to better their lives at the expense of someone they dont know, by offering it up for a price to those who might be willing to pay.
