Still doesn't accept items.
I just get a generic message stating that he isn't someone to mess with, but he still gives out tasks.

Urchin, Fal-whatshisface at the tanners (and probably anthlom and fara) do not accept GIVE <npc>. They will only accept GIVE <ITEM> TO <NPC>
