experience booster and f2p exp drain rate data points on 05/28/2015 08:51 AM CDT
I couldn't find an easy way to log in stormfront so I sat down and manually took some data points before and after activating an exp booster. I used 1 tert skill (outdoorsmanship) 1 secondary (magic) and one lore (alchemy) for reference. The secondary was getting trained sometimes as I was taking down the data points, sorry. If anyone has a good way to log/export exp in stormfront please let me know.
Also, as a note I timed and made sure f2p experience pulses the same as everyone else, 200secs. This is true for boost and nonboost.

Given this, here is my theory:
A booster is basically double EXP.
F2P exp rate is basically HALF of the subscription rate.
Note that the drain rate of lock to clear did not appear to change either, but there is data lacking there to be positive, but if this is the case, this is truely half exp.
I'm guessing the deviation on the primary skill was due to it being in the primary skillset and under 100 ranks. But you guys and gals feel free to conjecture, its not much but I hope it helps.

I'm not sure what you mean by this, but the pool size isn't affected, just the pulse rate. It's like having all your skills on a wall rank, or having a huge wisdom debuff.

If that's the case then you're actually losing experience, but based on the mind state of your pools you're going down more mind states when the boost is on so I think the time from ML to clear might be shorter? Worth testing, anyway.

Just so you all know, I tested a bit more and it does seem that the exp penalty for f2p is 2x slower drain at base penalty. Or if you want to look at it differently, subscribers get 2x drain rate bonus.
The pool size is not affected at all.
The penalty is reduced at lower ranks, and this seems to go away as you near 100 ranks in a (primary?) skill.
Exp booster nullifies this.

Here's some additional data.

As we can see in the data below, at the 200 rank range the XP boost accounts for about a 3x increase in pulse sizes. Based on this it would seem the F2P XP penalty scales the higher your skill ranks are.
If anyone has a F2P character with ~300 ranks in skills, I'd be very interested to have them repeat this test.

I need to point out that my earlier conjecture about time from mind lock to clear was definitely wrong, the exp boost definitely makes it faster. Thanks for pointing that out. In addition I think he is right about the slowdown increasing with more ranks. Here is some pulses from me, unboosted raw data.

Wall ranks are (almost) abolished. They still exist every other rank for every skill but at a minimal difference. Either or both of the engine and experience code didn't support the complete removal of a wall rank (i suspect an unavoidable division by zero error) so they did this as the next best solution.

Yes, 'wall ranks' are now on an even-odd cycle so the penalty is spread out instead of being at one rank. Easy way to handle it is to only compare even rank drain rates with even rank drain rates, and odd with odd.
For example Alchemy and Appraisal are draining the same, despite Appraisal being a bit higher ranked, in the previous example.
Now take this data point from one rank later, appraisal having become an odd rank too:
Appraisal: 245 01.97% captivated (26/34)
Appraisal: 245 02.43% captivated (26/34)
(Primary +.46)
That +.03 difference is from the 'wall rank'. Odd-numbered skills seem to move a tad slower, but its not too bad.
Please correct me if i'm wrong.

* Tertiary skill was ~3.5x faster; a surprising difference given that this is only about +60 ranks from when last measured.

Figured I'd come back and do a quick update on this since I've increased my ranks quite a bit since last time. For primary skillset the closest skill I had on an odd rank was ~100 behind, although in practice this seemed to make little difference.
The effectiveness from XP boost still remains in the same range (~3x to 3.4x) so it seems safe to assume that this is the cap.
