This is now live. :)
To recieve your starting ranks, you simply need to transfer a wound.
You recieve your current level in ranks + 50% needed to reach the next
level.
This skill decays, but only if you hit clear. The more ranks in
transference that you have, the less the decay is.
Levels less than level 3 do not decay.
As always, we will be watching the system closely and tweaking it
as needed.
On August 18th, around midnite we will be removing decay from
the transference skill. As such, since the amount of exp learned in
transference was set high to help overcome the decay, we will be
returning it to normal levels.
As always Brigdha and I will be monitoring the skill and adjusting
as necessary.

Ahh... he means... "Using spells to heal your wounds now gives a LITTLE
transference experience. (The rest of the experience handed out by using
the healing spells remains uneffected.)
