I know most of you do not need a reminder on this, but something has come up that prompted me to post, so if you know someone who might not be aware, please point them here.
Using Mental Blast against another player IS cause for consent, especially if you are causing damage to your victim. Using MB in an area that could put your target at harm, i.e a hunting area can be considered harassment, and could land you with a warning if the victim chooses to get staff involved. If the spell is being used in self-defense from an attack against you, then you're ok, so long as you don't go overboard by repeated casting. The point being, once you have stopped your target, the spell has been used the way it was intended. To pound someone over and over for a single attack against you once they are already stopped, is again, misusing the spell.
Let me say that a little differently, for the rules lawyers out there. If you land first strike by casting MB at any level, damaging or just to stop someone, your victim can if they wish, retaliate - they have consent. If you are casting at someone who has attacked YOU, then you already have consent, and all things are even. If you attack someone (again, first strike) in an area where it would be putting the victim in harm's way by making them unable to defend themselves (i.e. hunting area), then if the victim chooses to get staff involved, you are more than likely going to receive a warning, unless there is some special reason why it was necessary, none of which come to mind to warrant such an attack.
You can not use MB to defend someone else under an attack. Normal rules of consented engagement apply - only the attacked can respond to an attack, because they are the only one who has consent.
Of course, normal rules of roleplay apply, but you must make sure that ALL parties (both sides of the conflict) involved are willing to keep it IC, handle it IC, and no complaint to staff will be lodged. If they do complain, and you are violating the rules I have layed out here, then you are in danger of receiving a warning.
Now, we have other attack spells that fall under these guidelines as well, but since MB has become an issue, I felt it important to make sure this post was clear.

If you disagree with these rules, you still must follow them until such time the rule is changed, but I wouldn't hold my breath waiting for that to happen. :)
