For those that don't read the magic topic here...as Tarragon announced in that topic, Taejun and Atrathien "code walked" the program that creates the scrolls. The were able to find why the Hobble Scrolls weren't being generated.

The change is in place and in QC. When it's released Tarragon (Trev grabs Tarragon by the ear) will announce it here in the topic ALL Rangers who read the boards read.
