The disparity in 'learning ranges' has been ratcheted down.

The sick puppies taking poor 7th level rangers into celpeze should no longer have grounds to rail at the unfairness of life, the universe and everything. ... Well, at least not 'over your head' skinning experience as it applies across the board.

The change will be monitored over the next several days and may be fine-tuned one more time, so just calmly post if something seems unduly out of whack with the 'learnable ranges' and we'll stay on top of it.
