Message Hobble & other spell scrolls in treasure (992)

The changes to spell scrolls in treasure are now live. This means that you should start finding some Hobble
spell scrolls out there, as well.

The previous system had a basic "stock" of spells that would be created on spell scrolls, and the vast majority
of those were Warrior Mage spells. I've since changed this so that scroll-only spells are far more common than
other spells, and if a regular spell is chosen, there's an equal chance that it will come from any magic-using
guild, not just Warrior Mages. :)

Spell scrolls will be as rare as ever in the treasure system, so don't expect them to turn up every time you
search. :)
