Minimum hinderance is a percentage of the total hinderance.

Example: If your minimum hinderance is 10% and the hinderance value of an item is 50, the minimum hinderance in that item will be 5%. If said item now has a hinderance value of 150, the minimum hinderance in that item will be 15%.

I know that Paladins have never had to be concerned with hinderance before. I hope the above begins to give you some answers.
