From what I've seen, it seems full chain shirts offer better stats in exchange for added weight... is the hindrance difference noticeable at all, or is it just weight and stat increases? I've seen more chain shirts than full chain shirts... what makes the seemingly less protective ones more popular?

I dont think the added protection is much of an offset. I think the full chain shirt has good impact protection vs. moderate impact protection (or I'm thinking of hauberks) with more hindrance/weight.
