I don't think there are too many options for armor that just covers the eyes. (I couldn't find any in Hanryu's Armor, Shield and Weapon Compendium.)
Cowls cover the head, eyes, and neck. If you're looking for something store-bought, there are a Dwarven mining cowl at Shard's Survivalist Supplies and a Ratskin hood at Seli's Armory in Riverhaven.

Unless you're a thief, never. If you are a thief you're probably relying on evasion as primary defense so I don't think that extra hindrance is worth it. Then again I personally don't think the significant amount of extra hindrance from Stormbulls is at all worth the minimal increase in protection, but I mix armor types so hindrance is more obvious.
I expect that none of the above will be relevant if the armor/combat changes happen.

in prime i have storm bulls for my thief and i have firecats for my necro-in-training <although i train all armor types on that character>. as i tried both out with my thief character i really don't see any significant hindrance on the stormbulls, but then i train shield as well as use LC gauntlets. And I do like the protection of storm bulls.
if you can afford 'em, by all means get 'em, but vault 'em til you have around 300 in leathers or so, thats where I started seeing significant difference.
