With the item being as old as it is, it predates Elathipedia and thus there is no real way to know exactly how many were sold. With the constant coming and going of players, it's also been hard to estimate how many are still in circulation or how many might be sitting in a vault on some character that hasn't been in game for 10 years or more.

Considering that having the load time be that short was unintentional and was rather quickly increased, plus the stuff mentioned above, this has led to the item being pretty rare. Due to it's low load time, the crossbow itself is a favorite of folks who are looking for quick training and is very valuable.

Perhaps not that rare to you if you "have a couple of the good ones kicking around" but they're still pretty rare. The newer low-RT crossbows are the stonebows. Not really the same thing at all given they use different ammunition than crossbows typically use.

I don't know of any other crossbows with a loadtime comparable to the old/buggy/unintended/whatever foresters.

Yes it was the different RTs I was thinking of - the original foresters were crazy and the newer ones were just a tiny bit better than normal LXs. I am on vacation so going off memory here. :)
