What's the best non-special metal scim that can be made? Anything above poor/heavy/low fairly/reasonably?

Can the impact be increased with more weight or is low the cap with heavy slice?

I'm not really into forged weapons so I don't know much about the apps on capped stuff these days, but what's the highest balance you can get on a forged scim with slice equal to or greater than that of a storebought scim?
