I am currently hunting cougars, it's getting tedious to try an get three at once. What should I hunt next?

If reavers and wind hounds don't do it for you, you can even get away with bone wolves in Leth- but make sure you don't get engaged by too many at once.

Your shield is about 10-20 ranks too low to provide any real protection from bone wolves, and you're wearing leather which means even more of the damage they do will get through to tear you to pieces. Dance with just one, maybe 2. 3 will outright kill you with very little effort, and more will just make this go faster by attacking your MO.
Meanwhile, if you're not interested in skinning and want some super-fast learning you can go to sand sprites, where you can safely dance with as many as the gen will throw at you (so far, I've seen up to 6) and will be able to easily kill them when there's only 1-2 or possibly 3. You are also all but invisible if you hang out with someone who's more skilled in combat than you are, as sprites always go after the biggest threat.

I would milk some more defense out of eels. They are at the point where they will slow down on your weapons though if they are anything like what you have in defense.
Or if you like things like cougars....I think there is a cougar/bobcat area out the west gate near where you get favor orbs. The bobcats teach a bit higher than cougars I believe. It can get slow though if you are the only one in there.

Bobcats have a very low spawn rate, and the jackels that accompany them don't train much higher than cougars, if they train higher at all. (Not sure on that.)
If you have access to the premium area, the brown bears in the Orchard should train another 10 ranks or so. If not, you can give the meadow rams a dance. Though, the rams hit like a freight train when they do hit.
