I want to say kelpies are a similar offshoot to nyads and dryads, which to me would put them in the sprite family.
But I'd love a GM statement, since the only kelpie I know from mythology is the Celtic water horse.

You know- I never really thought of that. But I think they might be. I'll have to find one and see what Recall says. The kelpies do melt away to slimy water after you loot them, like the nyads do. The nyads are fae. I've never seen a velver outside of wartime invasions.

Wasn't there a basement area in Fornsted with velvers? I think it is a Premium hunting area?
