<<Once in a while we all need a little sleep.
Sleep is for people who buy into that whole "biology/physiology" farce. The so-called "body's need for sleep" is just a part of the Global Government's plans. Once we're sleeping, they use mind controlling radio waves to implant ideas into our brains, which are made more receptive to manipulation thanks to the REM cycle. Or maybe I'm just delirious from fatigue.

Good thing I got that steel plate in my skull from that freak circus accident I was in. Talk about fate, now my mind is safe and has HP. All I need is a magnetic beer coozy to stick my beer over my ear and have it stay and in place with the refrigerator magnet and I got it made!

To actually answer your question...
We have no set list of qualifications, mostly because we have so many different types of positions. You may want to take a look at some of Tessima's posts where she explains a little bit about some of the positions we've been hiring for in the recent past. Specifically, in this category, numbers 135 and 183. If you'd like to apply, also read over 184. Tessima is the head of the training and hiring team, so she knows what she's talking about when she's offering advice.
To answer a question that often comes up regarding Dev GMs: no, you don't need any specific type or amount of coding training or experience. It certainly doesn't hurt your application if you HAVE experience, but DragonRealms is written in a proprietary language that's amazingly easy to learn. (Heck, I can read code, and even write some basic stuff, and if I can learn it, anyone can.) So if you impress us enough with your ideas and personality, not being able to code isn't necessarily a big drawback. Additionally, there are a lot of positions in development that don't require coding expertise at all. The Worlds team is made up of folks whose primary talent (or at least, their most utilized talent) is descriptive writing.
And I know Laurilana has posted this as well, but if you're not sure about either the time commitment of being a GM, or you're really not ready to give up regular playing, or for any reason you want to join the "DR team" without being a GM, there's always Hosting. Board Monitors are also valuable members of our staff. Both have a more limited set of responsibilities and generally have much smaller time requirements. And for those who want to give back to the game in a mostly-IC manner (as opposed to administrative/technical/policy-type situations the Hosts and Moderators deal with), Mentoring can be quite rewarding.
I hope that answers your question.

If you're interested in applying, check out these two posts by Tessima. In the first, ignore the "what we're hiring for" section since it's not necessarily up to date. But the rest is good info.

And before you actually fill out the application, read this, also by Tessima:

Tessima is the leader of the Hiring and Training team, so she knows what she's talking about in that second post. And as one of her assistants on that team, I can say that there's nothing more frustrating than an application that's got nothing in any of the comments boxes. Those check boxes are useful, but if we don't know what you're interested in, what you think your talents are, or why you think you'd be a great AGM, it leaves us with a lot of unanswered questions, and no idea if we're wasting our time and yours by considering you for a given position.

Earlier in the folder Meakah wrote this as being a requirement for becoming a GH:
<<Requirements:
<<You must have had an active account with Dragonrealms (playing), for the past 12 months.
I was thinking about resubmitting an application but I have a quick question for any of the hiring staff who might be reading this. I've had my account open since late 1997. Since then, the account has been put on hold for only two months. However, those two months were both in late 2003. So I'm wondering if that would still be an issue, or if I should go ahead and resubmit. Thanks for your time.

I think in a 7-year history, 2 months isn't a big deal. Go on and apply. :)
