The title says it all. Now when you're stealing, gwethsmashing, or whatever forces you to an OPEN PvP setting, you'll be switched back automatically to whatever you were. Once you are switched back you will not be able to change it again for 24 hours.
This change will happen whenever the longest PvP lock you have in effect ends.
If you're manually set to OPEN then the switch is ignored. It only applies when you're forced OPEN and are not already.

Is there a reason why you can't flag yourself OPEN as much as you want from any of the other stances? I can't see any abuse that could happen from letting people do that.
