No reports for the past couple times around, as noted previously, other things are higher on the list.

If it's a serious charge (ie, AFK scripting, disruption, etc), then it's definitely a player because GMs doing that sort of thing don't get warnings (if it's even put on their record, it's probably done via another process using a different set of rules).

If it's a joke (ie, puns or pokemon), then it's always a GM, because GMs aren't allowed to mess with players in this way. You cannot be given the WARNING text, for example, and then be told "naw, just messin' with you 'cause I'm bored back here, don't worry about it, nothing will happen".
