I jumped into test to check TKT multi-strike damage after a report from Socharis that it was fixed (prior it had not been acting as a multi-strike spell).

As far as I can tell, the only thing that changed was that the target time got extended. Damage is lower than regular TM spells. Also, moon slivers (broken moonblades) act really strange with TKT and TKS. Casting either spell results in the slivers actually falling to the floor as physical objects. And it appears as if a lot more of them are firing off than usual. Here's a 60 or so mana TKS against two cabalists:
