AFAIK, in 3.0 pretty much all non-thematic guild spells can be learned on scroll.

You can only have one or two spells memorized at once, and they go away when you die. With the exception of some scrolls that may be sold in stores, I don't think anyone is going to bank on always having spell X and thus never needing to speak to someone from that guild ever again.
At the same time, I hope every guild has more than one or two non-thematic spells that are cool, heh.

If they are not a spell from your guild or an AP spell they can only ever be 75% effective. A paladin will always be more effective with TR than any other guild at the same ranks.

I think you're confusing casting other guilds' spells and Sphere of Influence. If a skill/stat is in your Sphere of Influence, you get 100% of the global cap if you cap the spell (regardless of whose spell it is), if the skill/stat is NOT in your Sphere of Influence you get 75% of the global cap if you cap the spell. This based on the caster, not on the spell.

Not necessarily.
A Sphere of Influence cap isn't necessarily the global cap for that skill.
i.e. You could have Hiding in your Sphere of Influence and cast a capped Hiding spell which doesn't hit the global cap. Someone else could cast a separate Hiding spell on you, bringing you to the global cap.
