Should all our skllls be grandfathered up to our level? I am an 87th empath and my Lore skills are:

Mechanical Lore: 216
Appraisal: 273
Performance: 14
Tactics: 270


So according to the table, my Appraisal should be 318 Tactics 270 and Mech should be 228?

When I ask to level it tells me that I need empathy and it also says "You need to work on your before you can advance to level 88."
"It isn't that you are lacking in any one skill, it's just that you aren't experience enough overall."

There is a blank there that it should have filled out.
