There are two non-emergency/semi-emergency situations where GMs have said it's ok to report: One is when someone is AFK scripting, the other is when you think someone deserves an RPA. There may be others, but I can't think of any at the moment.

As the person who posted before me said, BUG would probably be the best thing for this situation. Even if gen rates seemed to be at an "emergency" level, you should consider that it may be an invasion. The only time I'd probably report for critter gen would be if it was so bad that it filled most of the screen - that's something I've never seen except in cases where something was badly broken.
