Well, to you it may be "senseless," but as THUMP is now considered an RP tool, even if it is an RP tool which gives consent, then if people want to use that to accentuate their RP - then it really isn't that senseless.
You might not like it, and you might not agree with it,..but that doesn't mean it is wrong, or senseless, or against policy.
<<I'm not saying "No, do not role-play in this manner!" I am simply stating that a roleplaying decision within an in-game sitiation should also have those consequences in-game. Further, is not the use of THUMP considered consent? I don't have the PvP policies in front of me right now, but if memory serves me correctly, it covers this issue in specifics.
It CAN have consequences in game.
First of all, even if they don't use THUMP..if you persist in insulting someone enough..just THAT can give them consent on you.
1. Risk right there.
If you THUMP someone..
2. Consent right there.
Now,...the insulted or the THUMPed can try and act upon their consent, OR - if they have a spouse..no matter WHAT circle that spouse is..THEY can enact that consent FOR the person.
Now, if you want to say that people who can't fight for themselves, whether from a low circle or from being an Empath, should have more options open to them, I agree with that.
The "Champions System" has been talked about for a long, long time, and I'm hoping that DR2 will make things easier enough that GM's have some time to work on it.
That way, people who are THUMPed or even just have run of the mill consent, can actually have a change at some type of revenge.
So, hopefully...THUMP will have more "IG consequences" later on as will many other actions.
The GM's are working on making MANY things have more consequences, including things like assaulting a Prince or Baron.
Until then, we have to deal with the incongruities in the system. And again, not liking them doesn't make them abuse.

The last time I used Thump it was to deal with a pair of very confused young fellows who insisted on talking Pig Latin on the gondola- and getting more than a bit vulgar about it. I fear they were not pleased with me in the least but they did pay attention when I warned them that what they were saying was in fact gibberish and could cause problems for them.
