So, what is the policy on seeding or encouraging negative sentiments from PCs against groups that other PCs are involved in? With the presumption that nothing would be fringing on harassment, is a GM going to intervene if someone is doing the in-character, fully roleplayed equivalent of inciting a riot, or is this considered disruptive somehow?
