GM shows up.
GM has a certain number of limited items for sale, mostly around women's fashion.
GM opens a list.
Join the list.
The GM puts one thing out, and starts going down the list.
When someone buys that thing, the next item is offered to the next person on the list.
The GM can run out of things before reaching the bottom of the list.

There's twitter announcements, and OOC announcements in game when the GM shows up. They ask if there's anyone new, and they explain the process in game if so.

The event is the charity event. It's been all over the homepage and forums.

With the exception of the forum announcement (that was cross-posted in a few spots), Elanthipedia, DR's twitter account, and in-game interaction with other players, and OOC-channel global alerts when particular things (like the caravan having new items out) are taking place, there is no way to know about this event.

Uzmam! The Chairman will NOT be pleased to know you're trying to build outside of approved zones. I'd hate for you to be charged the taxes needed to have this place re-zoned. Head for the manor if you're feeling creative.
