I'm a big proponent of it working similar to CJs.
Too little FA than the remedy's difficulty, you end up sometimes double-dosing yourself, wasting a dose and increasing your toxicity. This also gives a reason for people to make lower skill remedy items: for people with bad FA skill.
More FA and you might do what you said, not use a dose after all. You're also capable of reducing the toxicity gain.
