Does anyone know if the counter in the Crossing Society is supposed to be manned? I just purchased all the tools to start working on this skill and was wondering about storing my tools there.

By the way, this is the message I get when attempting to place my tools on the counter:

"You consider putting an iron awl on a sturdy low counter, but you realize that there's nobody to store it for you."
