Can you not get masterfully crafted with lower difficulty items?

I can master craft rucksacks and backpacks....
However, something easier like a thigh bag or sack always comes out 'outstanding' quality.
Is that normal? I'm using the same method and tools to craft both.

Do you have a tech that is used for the rucksacks/backpack but don't have one for the thigh bag or sack? It's possible you don't have the raw ranks to make the easier things but get enough boost from a tech that you can make the harder stuff.
