I was weapon making, an abassi, on the South anvil in Crossing's Society. On my first one, my bellows did not work and gave me, "You cannot figure out how to do that. Perhaps finding suitable ingredients and studying some instructions would help." I was able to pound through it and complete the abassi. I started another one and received same message when I tried to PUSH FUEL with my tongs. I even tried someone's shovel with the same message. I moved to another anvil and was able to use my tools as normal. Someone worked on the anvil that was broke for me and could use all the tools when required. I am using MCS for my work orders, so not a huge deal. However, if I was using rare or special ore I would loose my mind (close to that anyway!).

Isn't it just PUSH MY BELLOWS for that part?

If the metal starts forming lumps or cooling in places, TURN CRUCIBLE WITH MY ROD.
If the fire is unable to consume it's fuel, hold a set of bellows and PUSH MY BELLOWS.
If the fire runs out of fuel, hold a shovel and PUSH FUEL WITH MY SHOVEL

Yes, but no matter what I did it gave me the message I posted, even when I tried someone's tools. I moved to another anvil and the tools worked as expected.

I feel like someone probably has said this a million times but BUG it in game. That's really the only way that the GMs will be able to really see what's happening, especially if you can't recreate it.

This usually happens because there is something on the Forge in that room, and the mechanics for determining what actions you want to take have become confused.

I checked the forge and it was clean and ready. If it happens again, I'll bug it in game. Thanks!

The south anvil has a crucible as well, which can mess things up if there's molten metals inside.
