Why is teaching TM in combat limited to War Mages (or Bards?)... this seems more annoying to other guilds than some great guild perk.

It also seems a bit silly. Is teaching TM in combat really impossible for a moonmage who can teach some ridiculous weapon like two-handed blunt?
