Are we still on track for September 1st and lifting the moratorium? Also are the new guidelines going to be released then or before that?

I am going to make an informed guess here and say that it will probably be extended until the October releases and that the new guidelines will be released when the moratorium is lifted, but I will confirm that with Lanahle when I can.
They have been working very hard to get things rolling. Lanahle and Vartis stepped up to the plate with very short notice, no time to prepare and under some adverse conditions. They've had to learn the Orders system from scratch, luckily Vendarin is a pretty amazing fellow. <g>
I would love to drop some teasers here, but they'd probably beat me to a pulp over it. I know that Lanahle wants things to come out right, not piecemeal or in constant need of adjusting -- creating an IC system that allows you to be as self sufficient as possible.

There has been a moratorium placed on new Charters for awhile now the reasoning is they don't want to have the fine staff we have being beaten every which way by dozens of applications as well as existing orders wanting this that and the other thing. Ok so some of that Is just me reading into what they said but, basically what it comes down to, is They're not doing anything to work on new orders until the systems are at a point where they think the system will be of a benefit to them. So have some patience and when they're ready to accept new applications I'm sure they'll tell you.

Jarle, if some of that reply was toward the Order of Hammer and Stone, let it be known that we were one of the three Orders who were told that the moratorium did NOT have an effect on.
Understand that it's coming up on two RL years since we originally started out working closely with the GMs on this. Understand also that right before Naiph left we were told that our charter was good to go and that all that was left was being announced. Since then, we've been nothing but patient.
We've gone from being told that we're pretty much complete to not even knowing if we're considered back to square one, because the times that we have resent in our charter to make sure they had it we did not receive any reply.
We have been very patient. All we wish to know is where we stand.

Again, I'm going to have to make a note like the Hammer and Stone has. Three orders, indeed, were mentioned that would be unaffected. Hammer and Stone, another which I've seem to forgotten, and Kindred. Look back in the posts if you truely seek their name, or I am sure someone from their organization will step forward soon enough.
Also, this would not be made into such a big deal as it has been, if it wasn't for the fact Naiph was the one whom first approached -US- concerning becoming official. Although we haven't waited as long as Hammer and Stone, we have waited a just and fair amount of time concerning we were in the immediate works of becoming official with Naiph overseeing our fine tuning regarding the charter and what not. We were all ready to go, when she took her leave. Now, we all can understand and respect her obligations to real life, but...we have made countless attempts at contacting her since her return just to hear some shread of what is happening.
Again -- just a little word every now and than to sadiate the masses of the Kindred, and the other two orders that have been hung in limbo would be more than fair. And, we wait for that word.

The order has been around for a while, since 2003, actually. Our internal structure was designed to fall into the requirements for Official Orders, but since there was a moratorium on the creation of new official orders, we did not submit an application. I was wondering if the number of official orders was going to open up now.

New Orders are definitely on the list. But some things need to be accomplished first before we can open up to new Orders. However, just to encourage you, I suggest that you get your membership up to 28. That way you have the basic requirements for sanctioning.
I am not giving a timeframe and being deliberately cautious about saying 'when' because I do not want to raise false hopes and then come up against some obstacles that delays releases.
