Yes, for the most part. It is very similar to HoN(Hero's of Newerth).
You play matches of 5v5 or 3v3 and the goal is to push the other teams base in and destroy their nexus. Each match you start out at lvl 1 and cap at 18, selecting or upgrading 1 of 4 abilities each level. You also have an overall summoner lvl tat caps at 30 granting bonuses.
You can play against bots and AI if that's your fancy or you can play against others.

Rumor has it that the CEO of the company that made LOL was an old-school DR player. ;)
