I new to the game and was wondering how one became a citizen. Thanks for any help.

Each province (or city in Qi) has an office added to their official building. IE Crossing Town Hall, Shard tower etc...
There you pay the clerk to become the citizen of that province or Aesry/Ratha/Mriss... that simple.
Every month the taxes of being a citizen are automatically added to your debt.

Visit your local citizenship office in the province you wish to become a citizen in. The locations for each is different. In Crossings, it is in Town Hall. In Shard, in the Great Temple. In Therenborough, it is right next to the Passport office (upper NW Theren). Not sure about the various offices in Qi.

NOTE: All your debt to that province must be paid before terminating citizenship and you will also incur more fees for said termination. Also, you cannot JOIN as citizen to any province for 30 RL days after termination from another.

Depends on the province. When you go to cancel membership, the clerk will inform you of the cost and the wait to become a citizen elsewhere, and if you still wish to cancel, then they will ask you to confirm by repeating your request.
