I'm not sure this is the correct place to post this but here goes. The gist of my complaint is with the merciless debt collection practiced by Therengian bureaucrats at the bank teller window in 'Haven.
Here's the setup: I was playing my Paladin, who had slept outside the realms for quite a few months. This was his very first day awake in a long long while, so his citizenship debt for Therengia had swelled to over 25000 lirum, a fact I wasn't aware of until it would become horribly important.
Paladin dies in crocs, departs, and arises in 'Haven. Naked and penniless, naturally. So he goes to the bank, where there is about 15000 lirum on deposit in his name.
But he can't use any of this money to return to his grave, because the vile and mistrustful debt officers snatch all the coin from his hand just as he withdraws it! My Paladin is 32nd circle and had previously always paid his citizenship tax on time but was forced to beg on the street for the ferry fare to return to his grave. Some way to treat your citizens!
Seriously, this is just flat wrong. Someone who's just departed in crocs has no way back to the grave except to take the ferry. So to sic the debt collectors on them in that situation is piteously cruel.
An exception should be made for someone in that situation, so a player can get to his/her grave!
For a very long time I've also thought it would be a great idea if the Elanthian governments opened debt collection offices outside their home province. I'd gladly pay a small fee above my debt for the convenience of paying while travelling abroad.

Oh yeah, and they do that for any and all debts over 1 plat. So if you had 15035 copper you could have still made it.

Woulda actually needed 15036, and would've needed to withdraw first 15001, and then the 35.

Actually he would've only needed to withdraw enough so that the debt was lowered below the 1 plat mark... so 6 gold and he would've been able to withdraw like normal...

Thanks everyone for the replies. The difference between my debt and my bank balance was indeed more than a plat, but in my flustration (I don't think that's a word but it suits the feeling I had at the time) I forgot I could've visited the estate holders facilities in Haven, and either used the Riverhaven branch window or had money gated from another city. The debt collectors don't barge in there!
I've since cleared up my debt, but a few notes for the current discussion over how much I should've/would've/could've paid to clear it out:
1) The town official who meets you at the teller's window will take your entire withdrawal if your current debt is, as has been said, over 1 plat. But that means he will take the entire withdrawal, even if the amount is more than enough to put your debt below that threshhold. Example: debt is 25000, you withdraw 2 plat, he takes it all.
2) The ferry fare for Therengia citizens is 15 lirum, another fact I didn't realize at the time, since they'd dropped the fare during my paladin's time away from Haven.
So Tam is almost right--assuming my debt was 25000 (it was actually a little higher) I would've needed to withdraw 15001 and then 15 to get on the ferry.
