how many are there, and since supposedly the items for sale at each harbor rotate, does it matter which one is tied up to a particular pier?

There are 4 or perhaps 5 boats at anchor there- and the boats themselves rotate. Certain piers will always have food, and others maybe some house items. But the rest seem to mingle.

I was referring to the boats themselves. I'm up to 14 boats so far. Is my fun going to end now or do I have tons more skiffs to track down?
Also, how frequent is the rotation? I know that at night the harbor gate closes and the boats don't move. Is the item changing tied to the movement of the boats, or is it independant of that?
And it'd be swell if we could actually go on the boats to maybe travel around in a mass-transit sort of way (ie, frequent stops, the long way around, and so on) and possibly reach some river-island areas not otherwise accessible (peccary island in the Segoltha?).

Ah. Well, I never did count how many separate boats there were. But the items do seem tied to the boats. I've noticed, for instance, that one boat carries some very nice (and unusual!) cambrinth items. But the others will not, though another does carry some very nice magical items of other sorts. A third boat carries a marvelous assortment of bardic-themed items, and I've noticed two boats that carry especially-themed kinds of foods. Those are just examples.
