yes. you have to go back to the same place you became a citizen, since you're asking about it in the theren folders, that would be Ibec hall. I believe when you're already a citizen and type join again you're given the syntax for unjoining, or ask the clerk about citizen - one of those ways should give you the proper syntax-- there's a fee involved, and you have to wait a month I think to join anywhere else.
