I've heard from people in-game and from these boards that one can purchase new spell preps at the Spell Library in Throne. However, I've spoken to the Archmgus at length as well as having spent the 2 plat entry fee and cannot find where these are sold.

Can someone help me? Are they stil being sold at all?
