Why isn't Throne a justice area?
Would be nice to be able to steal + accuse here.

my guess is thats where the moonmage guild makes their y'shai <based on conversations with a certain NPC in a thief-only area> . so they don't want the government poking too deeply into their doings that city. they only outwardly cooperate by sneding the musueum pilferers to haven on the barge.

As someone who's been training in Throne City (along with an RL family member of mine) for 6+ months, the only real complaint I've ever had with this city, is I can't train stealing here.
This is, of course, as a non-Thief. I would gladly kill/beg whoever/whatever for this to become an option.
