This is exactly what I'm talking about, maybe make spells from the Animation and Transendental spellbooks for necros forbidden but average run-of-the-mill sorcery, that seems like it happens daily in Throne City.

It seems to be you guys have the way the Moon Mage Guild interacts with Sorcery all wrong. If a Moon Mage is blatant about their sorcery, the Moon Mage Guild gets upset and they'll happily see Justice punish you.
Sorcery is for behind closed doors when no one is looking. The streets of Throne City won't (soon) quality as your basement.

The idea of Evil City where Evil People do Evil Things and it's all normal cheapens the very concept of evil to the point of parody.

I'd like to see a magic shop open up there after 3.0 rolls around that hosts an array of things like the foci that were being talked about as well as new / updated devices.
I'd also like it to have a secret back room with sorcery foci and scrolls for sale.
I mean, come on. The (arguably) most arcane center of magic study + the den of the "King of Thieves" all in one place? And interesting black market is sure to evolve.
