Prior to ESP Change. The Quest are (Prison and Others) were separated from the Gweth System. They were localized, you could not Gweth out or in. Exception was the Alb Rings.
Now the change to ESP it looks like it is 'global' as in no area restrictions, which I think could run into problems.
