Is there a place that I can find either a standard shirt or dress shirt than can be worn with armor? So far in looking around Zoluren and Ilithi I have had no luck.

There's a shop in Shard east of the great tower a few steps. I believe it's only open during the day. Also the place just south of Leth has some nice stuff that can be worn with armor.

If you want something more leather-like or something in a particular skin/pelt type, there's Brigetta's in Wolf Clan. The basic selection might be a mite smaller, but everything in the clothing department there is pocketed and wearable with armor (except for the hats, since you can't wear non-armor hats with helms and stuff that goes on the head).
Colors and material types are completely optional, as well, if that's what you were after.

I'll most likely go with the shop in Shard. I'm not particularly in the market for a tunic or an over-armor garment, rather something that will fit between me in my armor. You know it must chaif awfully without such a barrier. Additionally, one must look presentable in and out of armor.
