Many times I find myself, as an upstanding citizen, wishing to report misdeeds, such as the sale of sorcery on the gwethdesuans.

Very occasionally, I would use REPORT regarding this - but I feel uncomfortable doing so. So, I propose the ability to find a guard, and do something similar.

You would REPORT GUARD to the guard, like so.

>report guard Joe is selling energy manacles on the gwethdesuans! It's illegal in Zoluren!

It would issue a report in the same manner as REPORT does now, but flag it so any GMs on staff/duty know it's not the regular "EMERGENCY" report.
