The biggest hassle with stealing is gweths. And losing charges constantly. You're just going to get caught, and the biggest penalty is lost charges.
A GM has stated in the past that the 'heavy manacles' you wear in jail actually cover your items, and that the strip process doesn't run until sentencing (pre or post was not stated).
I'd like to suggest, if it would work, that the strip portion not be run if the player opts to pay his fine on the spot (via plead guilty or innocent), by having the coin to cover the fine on-hand.
If he doesn't, strip as normal.
