Do you recommend that players register rare non-combat items (things that are not weapons, shields, or armor)?
If so, should registration be limited to functional items, or should players register their rare fluff as well?

I've registered everything I have that I care about that isn't standard stuff that I can get in a permanent shop. The reason for doing this is so that if something happens and I lose said item(s) due to an issue with the game it will make the GM's life who opts to replace said item(s) easier.
I.E. I've registered every piece of equipment I've ever gotten altered and have also registered unique items(not necessarily verby/mechanical in nature) that aren't available in the shops that exist in game at this moment.

Registering something makes it easy for us to replace it if it is lost due to a bug or a crash.
If it is something you'd want replaced in such a circumstance, registering it (if possible) is a good idea.
If the item is unique, then it's especially important to register, as we might not be able to easily replace it without involving onsite which can be a lengthy and troublesome process.

This x10. I lost about half my inventory (including one of my two alterations) to a bug about a month and a half ago. Melete and Jhustis were able to recover some of it from the janitor that night, but not all of it -- registering would have probably made it a lot easier than me currently waiting around for Feedback to get a backup tape they can actually work with. I may still lose some stuff I had gotten between the backup date a few months before the incident; fingers crossed I don't. When Caz finally gets restored, I plan on registering EVERYTHING. I just wish there was a registrar in each province (or an OOC method) instead of having to go to Crossing for it.

Be sweet if there was a REGISTER ALL similar to REPAIR ALL which took a snapshot of your character's inventory and recorded all unique items. I'd pay 20-50 plat for such a service

That would be a rough command to code and on resources I would imagine, the game would have to compare it against everything (explosion).
Unless there is some sort of "unique" flag.
